Francis brings substantial knowledge to the ABMA as a public policymaker with over a decade of experience. Having served in various capacities within the New York State Senate, including Chief of Staff and Director of the Senate Standing Committee on Local Government, he has a proven track record in authoring legislation, navigating political institutions, and forging consensus.
His accomplishments include playing a pivotal role in the reorganization of the New York State Division of Veterans Services, overseeing the deployment of the first statewide veterans peer-to-peer program, and stabilizing the volunteer fire emergency medical services system, resulting in significant annual taxpayer savings of $100 million.
Francis possesses a comprehensive understanding of the regulatory rulemaking process. His role as the Legislative Director for the Administrative Regulations Review Commission underscores his commitment to enhancing transparency and stakeholder engagement in the regulatory landscape.
In his free time, Francis enjoys wood working, home improvement and spending time with his two kids who are six and eleven. Much to his mother-in-law’s dismay, wood working and spending time with the kids often overlaps and now they are both highly proficient in the use of nail guns and drills.
