Legislative Update: Workforce Grants and Swipe Fee Reform in Focus

ABMA Members Encouraged to Apply for FY 2026 CDS

Congressionally directed spending (CDS) allows members of Congress to allocate federal funding for specific local projects, primarily benefiting state and local governments or nonprofit organizations. U.S. senators have set deadlines for fiscal year 2026 earmark applications, with most due by the end of March or early April. The House of Representatives has not yet announced its application process or deadlines.

ABMA strongly encourages members with a nonprofit training partner to apply for funding to support workforce development programs. Legislation to Reduce Credit Card Fees Expected Soon

ABMA has a robust legislative agenda, including the Credit Card Competition Act, which would reduce credit card processing fees for members across the country. Sen. Dick Durbin, D-Ill., the bill’s sponsor in the Senate, has not yet reintroduced the legislation, but it is expected to be introduced soon.

Credit card companies oppose the bill and have been actively messaging against it. They are spending significant money on advertising through radio, streaming services, and podcasts, claiming the legislation would make credit card transactions less secure. On ABMA’s legislative day on April 8, we will counter this assertion and educate lawmakers on the financial burden small businesses face due to excessive processing fees.
