Legislative Update: ABMA Turns Eyes to Congress in Preparation for Advocacy Day

Trump Calls for Tax Cut Package Reauthorization in Joint Address

President Trump dedicated a significant portion of his one-hour-and-forty-minute address to outlining his ambitious economic agenda, emphasizing the urgent need for reauthorization of the 2017 Tax Cuts and Jobs Act. He urged Congress to deliver a package that would be retroactive to January 20, 2025, aiming to drive business investment, job creation, and economic expansion in the U.S.

While the core framework of the tax cuts is expected to remain intact—including 100% deductions to incentivize growth—some modifications are likely. The State and Local Tax (SALT) deduction is at the center of negotiations, with high-cost states like California, New York, Illinois, and New Jersey advocating for changes. These states hold a significant number of vulnerable congressional seats that could determine the House majority in 2026.

ABMA is actively engaging with both the House Ways & Means Committee and the Senate Finance Committee in support of reauthorization. Additionally, we are collaborating with tax policy organizations that share our commitment to pro-business reforms.

ABMA Meets with Key Legislators As Congress Turns its Focus to Workforce Development

Last week, ABMA was on Capitol Hill advocating for sensible reforms to CDL training and crane certification requirements. As part of our outreach, we introduced ABMA to key members of the Workforce Development Subcommittee and met with Congressman Glenn “GT” Thompson (R-PA-15), whose district covers northwest and central Pennsylvania.

Congressman Thompson, the architect of the Career and Technical Education for the 21st Century Act signed into law during President Trump’s first term, expressed openness to making CDL and crane certification requirements more flexible to meet industry needs. He looks forward to continuing the conversation with ABMA members at our Legislative Fly-In on April 8.
